is to be employed. Absence of co-
ordination in these matters must tend
to result in inequalities of treatment
which are prejudicial to the interests
of particular Colonies and of the
service as a whole. The ideal to be
aimed at is that for those grades of the
service which are normally recruited
in this country, and more especially
for those branches which have been

standard of adequate terms of
employment should exist, which can be
adapted to meet any special conditions
which may be called for in relation to
the circumstances of a particular
Colony.
